    Strategic Environmental Assessment (SEA) was used to assist the preparation of the Portuguese Strategy for Integrated Coastal Zone Management (ICZM). SEA is not legally mandatory for application at policy level under the Portuguese legislation, which, like the European Directive 2001/42, only requires that an environmental assessment be conducted for plans and programmes. However the National Water Institute (INAG), the Portuguese authority mandated by the Portuguese Government to develop this integrated coastal management strategy, understanding the merits and the added-value that SEA can bring to strategic decision-making, decided that an SEA would be a useful instrument to use at this occasion.This paper reveals the development of the SEA, particularly the process, the methodology and the results.     ABSTRACT Constructive and collaborative planning theory has exposed the perceived limitations of public participation in impact assessment. At strategic levels of assessment the established norm can be misleading and practice is illusive. For example, debates on SEA effectiveness recognize insufficiencies, but are often based on questionable premises. The authors of this paper argue that public participation in strategic assessment requires new forms of information and engagement, consistent with the complexity of the issues at these levels and that strategic assessments can act as knowledge brokerage instruments with the potential to generate more participative environments and attitudes. The paper explores barriers and limitations, as well as the role of knowledge brokerage in stimulating the engagement of the public, through learning-oriented processes and responsibility sharing in more participative models of governance. The paper concludes with a discussion on building and inter-change of knowledge, towards creative solutions to identified problems, stimulating learning processes, largely beyond simple information transfer mechanisms through consultative processes. The paper argues fundamentally for the need to conceive strategic assessments as learning platforms and design knowledge brokerage opportunities explicitly as a means to enhance learning processes and power sharing in IA.

    The Lisbon airport has been operating in its current location since 1942. Built on the city outskirts, the airport was rapidly engulfed by urban expansion. The relocation of this infrastructure has been considered since 1969. With the first oil crisis and the Portuguese revolution of the 70's the process was put on hold. The issue was re-opened in 1982 and in 1999, the most adequate location was identified at a site called Ota, considered to meet both environmental and economic objectives. Since then, a national debate started mainly because of the high costs of construction at Ota. Nevertheless, the decision was made by the government in 2005 to build the airport at Ota. The detailed project design continued and the EIA was started. In the first semester of 2007, everything changed. A study sponsored by the Confederation of the Portuguese Industry and developed by IDAD identified a new site – Alcochete -which avoided many of the problems of Ota.     Multiple decision-makers and uncertainties are involved in SEA. Decisions need to be informed by thoughtful and focused input, especially when we are dealing with high levels of uncertainty. Expectations are high regarding the integration of environmental concerns in strategic decision-making. The rational model has been guiding environmental assessment assumptions for years, based on two critical points: the decision-making process depends on one decision-maker and all the necessary information is available. However, at a strategic level, decision outcomes involve numerous negotiations and are difficult to predict, and information is usually not available. SEA is increasingly perceived as an instrument that helps to facilitate decision-making and, consequently, that contributes to the sustainability of planning processes.     ABSTRACT In the last decade, commitment to tourism as a development strategy for the developing world has gained a renewed interest by governments and development organizations in the fulfillment of the Millennium Development Goals. This was established as a major priority by donors, governments, NGOs, national and international tourism bodies, bilateral and multilateral institutions, like the United Nations World Tourism Organization (UNWTO). The purpose of this paper is to identify the main determinants that should be integrated in the international cooperation for development programs that use tourism as a tool for poverty alleviation. By way of a case study it is analyzed the role played by the UNWTO.Volunteers Program in this context examining if it integrates the determinants previously identified in the literature review. To accomplish the research objectives, data collection included: documental analysis, participant observation, and semi-structured interviews with UNWTO participants. While no evidences exist yet due to the recent implementation of the UNWTO.Volunteers, the findings suggest that if these programs manage to have a positive influence on all, or at least in some of the dimensions, then it is possible that it responds to some of the main determinants for poverty alleviation in order to reinforce the local communities capacity-building.

    This study reviews the main changes of the vegetation and fauna in northern Portugal during the Holocene, using literature from palaeoecology, archaeology, history, writings from travellers and naturalists, maps of agriculture and forestry and expert consultation. The ecological history of this area shows a trend of forestry decline, with periods of recovery of the vegetation related to the decrease of human pressure on natural resources. The deforestation began on the high plateaus of this region, extending later to the heavier and more productive soils of the valleys. In the beginning of the Holocene, the climate seems to have been the most important trigger of change in this area, but human impact probably became preponderant in the last 5000 years. The natural herbivorous fauna was probably reduced, with the extinction of species such as wild horse, aurochs and European beaver, and partially replaced by human action. Nevertheless, the high resilience of ecosystems has enabled their sustainability for eight millennia and has also allowed the recovery of the vegetation and fauna in the recent decades.

    The history of the establishment and management
    philosophies of the mainland Portuguese Protected
    Areas was reconstructed through the use of written records
    and oral history interviews. The objectives were to review
    the main philosophies in the creation and management of
    these areas, to assess the influence of international PA
    models, to compare the Portuguese case with other European
    and international literature concerning PAs and to
    discuss the value of the oral history in this research. As main
    results, it was found that the initial management model of
    ‘‘Wilderness (or Yellowstone)’’ was replaced by the ‘‘new
    paradigm’’ of PAs when the democracy was re-established.
    Changes in the management philosophies within this ‘‘new
    paradigm’’ were also identified, which resulted in the
    transition of a ‘‘Landscape’’ to a ‘‘Nature conservation’’
    model. After the establishment of the Natura 2000 network,
    the ‘‘Biodiversity conservation’’ model prevailed. It was
    also found that the initiative for the establishment of most
    PAs came from the government, although there were few
    cases of creation due to the action of NGOs and municipalities.
    Finally, oral history interviews enabled the addition
    of information to the literature review, but also provided
    more insight and detail to this history.
